State rep defends Chipola job

Rep. Marti Coley, R-Dist. 7, has no plans to give up her $60,000 job at Chipola College,  unlike fellow state legislator and Speaker of the House Ray Sansom, who resigned his post at another college amid criticism about his dual role.
The legislator said she sees no conflict in her two jobs and she’s puzzled by the air of criticism surrounding legislators who also work at Florida colleges.
Coley had worked as an adjunct professor at Chipola for two decades before taking the job she now holds there — special assistant of business and community affairs. Her pay started at $45,000 when she took the postion, but she got a 33 percent raise in July of this year, bringing her salary to $60,000.
Her job entails, among other things, fund-raising activities for the Chipola honors program and the school at large.
But Coley says her efforts in that regard do not include actively soliciting the acquisition of state grants as a legislator.
“I have never been directly involved in any state grants (for Chipola). I couldn’t name any state grant they’ve got,” she said.
She also points out that her employment with Chipola began “long before I ever thought of being a legislator.” She doesn’t believe her job is in conflict or constitutes a violation of ethics.
Coley worked part-time at Chipola as an adjunct professor for more than 20 years before taking her new position in late 2006. The new job started about a year-and-a-half after she was appointed by the governor to serve out the term of her late husband, David Coley.
She subsequently was elected to serve a second term and is paid just under $30,000 a year in that role.
Adjunct professors are typically paid $1,200 to $1,600 per course, per semester, and Coley normally taught two or three courses a term before switching to the full-time position at Chipola. She got her associate of arts degree at Chipola back in 1981, and holds a bachelor of science degree in English education from Florida State University.  She also studied English education at Murray State University in Kentucky.
Coley said her husband’s death made it necessary for her to start working full-time, and that she was set to take a full-time classroom position at Chipola when the school offered her the new job.
She said it was both an economic factor and a personal reason that led her to take this particular job.
Had she taken the classroom position, she indicated, she couldn’t have finished out her husband’s legislative term. 
“I couldn’t let David’s seat just go,” she said.
As for speculation that her double service puts Chipola at special advantage come budget time in the legislature, Coley said that’s just not so.
She readily admits to advocating for the school she works for — she sees it as part of her job as a representative of the district where Chipola is located — but said her work on the school’s behalf is above-board and really begins after funding requests have made their way through a certain process.
As a legislator, she said, it would be her duty to advocate for the college, whether she was employed by Chipola or not.
“I represent nine counties, and any entity in that community is going to get 100 percent effort from me in the legislature. Even with budget cuts, we have a very large budget and that money is going somewhere,” she said.
“Do we want it all to go to South Florida? Certainly, if Chipola is in line for money from a certain source allocated for use in education, I’m going to push as hard as I can for them to be in the budget. Why would people be upset if I’m advocating for any entity in my district?” she said. “One of my key interests is with economic development, and Chipola plays a huge role in Jackson County’s economy.”
She also talked about how she handles the two demanding jobs, and pointed out that legislators were never meant to be full-time.
Coley said she is on campus a lot more these days, and she sometimes puts in time there on weekends. Working the two jobs is a balancing act, she said, but not a conflict of interest.
“If I’m not in session, or off campus at some event related to my job, I’m at Chipola,” Coley said. “Often, especially if I know I will be out of the office some during the week, I’ll go up there on Sunday afternoon or Saturday morning. I was there last weekend, as a matter of fact.”
She said she doesn’t understand why people would criticize her situation.
Former state Rep. Robert Trammell is also on the Chipola payroll, although he is set to retire in June from his $57,787 position as special assistant for development and alumni affairs.
In a written response to inquiries about these employees, Chipola College President Gene Prough expressed his continuing support of Coley and Trammell in their respective roles at the college.

The Floridan may be feeling a little heat from Indian Circle, too.  From the interest on this blog, though,they might increase circulation if they print more articles like this.  Anyway, I heard today that CFA and administration went to impasse…guess the “talking” didn’t do much good…

(Yabby)I was surprised the Floridan took it off, also.  Maybe Indian Circle exerted some pressure so new bloggers can’t find the site. Does someone know how to get the Floridan to put it back on?
(Geewhiz) I caught a rumor from a faculty member just this afternoon. You were absolutely RIGHT! The faculty got shown “TALK to my HAND” yesterday. Well, govman 65, I guess that means the faculty decided the “willing to talk” administration will have to deal with the “big dogs” from Tallahassee now.
I wish I could be a fly on the wall when Prough and the trustees have to defend all this irresponsible spending on athletics and people who don’t show up for work.  Aren’t Prough and them setting a good example for the students, faculty and staff with their “ethical behavior.“
I guess this year, since there is no money to buy off the faculty and staff with pitiful raises,the administration has to step up to the plate and be
ACCOUNTABLE for all their sorry spending decisions to the “big dogs.“  Oh, I have and idea! Maybe one of the guys from the basketball team that made it to the pros(ha-ha)will donate some BIG BUCKS to the Appreciation Club. Or, the DUI coach will give back his bonus, or Trammell, O’Daniel, and Coley will find it in their “Christian Hearts” to quit takin’ money for nothing.
I think lots of folks are reading this blog, too, Yabby.  They need to “jump on in.“ As govman65 pointed out, you don’t have to use your name.

I guess citizen is still trying to find something that Marti has done for the college and the county.I didn’t realize how hard that would be! I hope that everyone will remember this come election time.
I am quite surprised that this is not on the most popular articles visited! I think that the Floridan should put it back on.

Hey Everybody,
I was taking govman65’s advise and called Chipola College to talk to Ms. Coley. Marti Coley’s office is Bldg. A Room 186, phone number 850-718-2390. I spoke with Rhonda Thomas, her secretary. Ms. Coley was not there, to get an appointment, I am suppose to call Brian Cherry 850-488-2873 (he is in Tallahassee, by the way) and Brian has her schedule and will make an appointment for me to see Ms. Coley in Marianna next week.  Strange I can’t make an appointment for the Marianna Rep in her Marianna office.  Interesting, huh? So, not only is Chipola College paying Ms. Coley $60,000+ a year, but they are supplying her an office and phone for her State Rep. job. They may be even paying for her secretary!  I don’t know who pays for Brian Cherry, I will try to find out the answers.  What do you think a plush office, phone, and ossibly a secretary, etc. costs the College? So, Ms. Coley is receiving perks other then her salary!! Anybody else want a free office and phone a Chipola to use for any and all job titles you might have?
It gets even better? I called Chipola College to talk to Mr. Robert Trammell, govman65.  Guess what? He does not have an office or phone number extension at the college.  His call was going to be routed to Human Resources (Karan Davis).  Isn’t this what his $57,000+ year a job is suppose to be?  Why isn’t he on campus working? At least Ms. Coley has an office and phone.  Would this qualify as unethical spending Govman45?

Well I’m sure if they (CFA) met it is all worked out because according to Govman65, Citizen, and Happyfeet, all you need to do is talk to them; the only reason administration is putting all their resources into sports and administrative salaries is because they think the faculty wants it that way.  So now Chipola is probably at least mid-range with faculty salaries (not almost last)and no one without a true job description is on payroll…right?

And, get this, I heard yesterday that the “free” BSN program is not really free to those 20 students after all.  A friend of mine went back because it was “free” and intended to use her Bright Futures scholarship for her books.  She found out yesterday that the books that she purchased on her Bright Futures must be returned and she must pay for them out of pocket because her Bright Futures must be used for the “free” tuition that Chipola was giving her!

Hey, wasn’t the Chipola Faculty Assoc. Reps. suppose to meet with the administration today for bargaining?  Does anybody know the outcome?  I guess the faculty should get some credit for trying to have discussions with the administration like govman65 suggested. Let’s see how it turns out?By the way, govman65 I believe you are chauvanistic and patronizing when you call Ms. Coley “girl.“ The woman looks like she’s in her forties to me.

Hey Citizen…where are you? Still waiting for a reply. I think the no reply is proving my point as to the difficulty to state exactly how Coley has helped this area.  Also, Govman, FYI, there are several educators, government officials, and other professionals I khow who have begged Coley for assistance, or at the very least, answers to problems they are encountering only to be told that she will work on it and get back to them and then they only get a pat email or phone reply that does not answer or solve anything.  I think it is horrible that people are on the payroll who do not show up for work on a daily basis like everyone else and WORK. I am esp. alluding to O’Daniel and Trammel.  Coley has NO problem in questioning others as to how they lost their jobs and gives no assistance in helping these people find work, but has no qualms in taking an outlandish salary at Chipola that she has not earned forthrightly, and making a higher salary than her counterparts at Chipola, and the University Center.

Citizen, I am still waiting to see if you can tell us 3 solid things that Marti has done for Chipola and Jackson County. Surely to goodness, making that kind of money, it shouldn’t be hard!
To govman65, have you tried to talk with Marti. I know an elderly woman that has called and left messages for her to call and guess what…she is still waiting. If you can find her in her office at Chipola, make a post and let us know!
Also govman65 I have no problem in funding SOME athletics, but in my opinion education with qualified instructors is more important! PLEASE let me say, there are a lot of wonderful instructors that are employed with Chipola HOWEVER there are a few that could be replaced. Again in my opinion Chipola should have taken the ridiculous pay raise that gave to Marti, let Trammell, Harris and several more go, along with O’Daniel and his ridiculous salary and give the instructors all the way down to the custodians raises.
Govman65, if in fact you are one of the commissioners and you agree with the way money is spent at Chipola then may God help our county!

Yah man you are so right. Chipola has always been a private College when it comes to money, finance and sports. They know how to make deals behind closed doors and at the Elks club too. They will never let the public know what they do with the money out there, just ask them and you’ll be waiting for a reply. I am still waiting for them to tell me what all these high paid people do out there at Chipola.
